Finish the story that begins with:  “The Mayor and the town manager waved as their next victim approached.”

The Mayor and the town manager waved as their next victim approached the waiting car. He waved back as the car took a u-turn and reached the main road.

The second man on the back seat of the car lowered the glass partition and nodded to the man who had waved back.

The mayor has agreed, sir.
How much?
6$ per ton.
All above board?
No, 1$ under the table.
How much of the stuff does the town have?
A million tons in the top-soil of the open-fields at a conservative estimate.
So the mayor earned a million from us?
No sir! You earned at least 40 million dollars from the town.
What is the price today?
Iron-ore is hovering around 50$.
